However, just like a police officer cannot arrest a drug dealer for selling fake drugs, there is nothing illegal happening here - simply a lack of effort. These businesses should focus on ensuring their staff excel in at least one of the two services offered. It is never wise to tip in advance, especially for subpar service. I managed to leave without tipping, despite the therapist's attempt to guilt-trip me.

The therapists here rely solely on tips, so I am always generous when I am satisfied with their service.
